SYNOPSIS: In the 1990s, the Lopez family operated a drug ring that distributed large quantities of cocaine and marijuana on Milwaukee's south side. The drug ring was a highly lucrative and dangerous family business. The family owned seven properties in a two-block radius with high security systems for ideal drug-dealing locations. Allegedly, the gangs' principal enforcer and alleged hit-man was twenty-year old Arthur Lopez, Jr.

Former rival Carlos Hernandez was once a member of the Latin Kings. But according to his family, Carlos had recently left the gang and turned his life around. Carlos Hernandez organized a youth basketball league and took a job with a city organization that helps kids stay out of gangs. A major part of his job was to try and mediate problems between the gangs in that particular area. The Lopez family went to Carlos regarding a territorial dispute with the Latin Kings. Police believe that Hernandez was unable to resolve the Lopez's turf dispute and according to witnesses, Arthur Lopez, Jr. and several family members surrounded the building where Carlos Hernandez worked. When Carlos left work at a 4:30 p.m., police say Arthur donned a mask, hopped on a bike, and shot Hernandez. He died instantly.

Though police had little evidence linking Arthur to the killing, Arthur was later arrested for driving without a license. His father, Arthur Arturo, Sr. went to the police station, demanded the release of his son, and, witnesses say, threatened to kill all the police officers who were involved in Arthur Lopez Jr.'s arrest. In a strange twist, Arturo, Sr. was arrested and sentenced to 18 months for threatening a police officer. While incarcerated, police recorded his phone calls. Authorities began building their case on the Lopez family business.

In the midst of this, Latin Kings member Maximillano Castillo and his girlfriend, Vanessa Rivas, returned home after a trip to the grocery store on August 11th. A car was shadowing the couple. Police believe that the driver was Arthur Lopez, Jr., and that his passenger was gang member Luis Acevedo. Shots rang out. Both 15-year-old Vanessa Rivas, an innocent bystander, and Castillo were killed. In the ensuing months, authorities used Arturo Sr.'s taped phone calls and eyewitness testimony to secure arrest warrants against Arthur Lopez, Jr. and the rest of his family.

On December 15th, eight individuals were arrested and large stashes of guns, drugs, and money were seized. Only one Lopez family member managed to escape: Arthur Lopez, Jr. He has now avoided arrest for nearly two years.

Arthur Lopez, Jr. is wanted for the murders of Max Castillo, Vanessa Rivas, and Carlos Hernandez. He has since been seen in surrounding states in the Midwest, including Minnesota and could possibly be in Texas, California, or Mexico. Lopez, who sometimes goes by the nickname of "Red Ryder" should be considered armed and dangerous.
