SYNOPSIS: On Saturday, August 1, 1998, a 20-year-old Los Angeles college student, Jayson Artis, along with his brother, Steve, and a friend, Mike, headed for Tijuana to party. Jayson, Steve and Mike ended up on Tijuana's main drag, Avenida Revolucion around 9:00 p.m. The three frequented several bars throughout the night. Around 1:00 in the morning, Jayson and his brother headed back to the car while Mike stopped at another bar. On their way back through the crowded streets, Jayson accidentally bumped into a female police officer. He was immediately handcuffed. The officer's male partner allegedly told Jayson that he would let him go if he handed over his gold watch and $40. Jayson refused to give up his watch. According to Steve, the police officer accepted the money and released Jayson. Steve then told Jayson to stay put while he looked for the car. When Steve returned with the car, Jayson was nowhere to be found. Meanwhile, Mike, who had left the bar to find his friends, saw Jayson in the back of a police car with four police officers. Later that night, Steve and Mike talked to police. Officers told them that if Jayson had been picked up, he was probably spending the night in the jail to "dry out." But Jayson never made it to the jail. Instead, his badly beaten body was found at 3:45 Sunday morning, face down in a gutter, three blocks from where he was last seen. The American Consulate said Jayson was a victim of a hit and run accident. But Jayson's family and friends suspect he was beaten to death by the Tijuana police.
